By accessing our websites, submitting a form, requesting information, scheduling a consultation, using our services, or opting into communications from WBBC, you agree to these Terms.

2. Services

WBBC provides construction, infrastructure, technical delivery, consulting, and related professional services. Depending on the engagement, these services may include:

• Construction materials and subcontracting support

• Roadway, bridge, and transportation construction services

• CAD, drafting, and BIM production support

• IT and digital infrastructure support

• GIS and mapping support

• Engineering support coordinated through qualified or licensed resources when required

• Project delivery, workforce, managed support, and consulting services

• DBE and SBE partnership support

• Pilot programs and customized project engagements

Information provided on our websites is intended for general informational purposes. The exact scope, pricing, responsibilities, timelines, and deliverables for a project will be established through a separate proposal, statement of work, contract, purchase order, or other written agreement.

If there is a conflict between these Terms and a signed client agreement, the signed client agreement will control for that engagement.

3. Eligibility

You must be at least 18 years old and legally capable of entering into a binding agreement to use our services.

When using our websites or submitting information on behalf of a company, agency, municipality, contractor, engineering firm, or other organization, you represent that you have authority to act on behalf of that organization.

4. Website Use

You may use our websites only for lawful business and informational purposes.

You agree not to:

Submit false, misleading, fraudulent, or incomplete information

Interfere with the operation or security of our websites

Attempt to gain unauthorized access to accounts, systems, files, or networks

Upload malicious code, viruses, or harmful files

Scrape, copy, reproduce, or commercially exploit website content without authorization

Use our websites or communications to violate any applicable law or regulation

Impersonate another person, business, agency, or organization

We may restrict or terminate access when we reasonably believe these Terms have been violated.

5. Requests, Quotes, and Proposals

Submitting a contact form, requesting a quote, scheduling a discovery call, or communicating with WBBC does not create a client relationship or guarantee that WBBC will accept an engagement.

Quotes, estimates, schedules, staffing plans, and availability are subject to review and may change until confirmed in a signed agreement.

Unless stated otherwise in writing, proposals may expire after the period identified in the proposal.

6. Client Responsibilities

Clients are responsible for providing accurate, timely, and complete information needed for WBBC to evaluate or perform an engagement.

Clients are also responsible for:

Providing access to relevant systems, plans, specifications, files, software, locations, and personnel

Confirming that they have the right to provide all submitted materials

Reviewing deliverables and providing timely approvals or feedback

Maintaining appropriate backups of their information and systems

Complying with project requirements, safety rules, permitting requirements, and applicable laws

Identifying any confidentiality, security, licensing, or regulatory requirements before work begins

Delays caused by missing information, unavailable personnel, changed requirements, or third-party dependencies may affect schedules and pricing.

7. Professional and Engineering Information

Website content, consultations, preliminary recommendations, and general communications are not a substitute for project-specific engineering, legal, financial, safety, or regulatory advice.

Engineering services, stamped plans, certifications, and other regulated professional services will be provided or coordinated through appropriately licensed professionals when required by law or contract.

No website content should be relied upon as a final design, construction directive, safety determination, or engineering certification.

8. Intellectual Property

The websites and their content, including text, graphics, logos, layouts, service descriptions, processes, photographs, videos, and other materials, are owned by or licensed to WBBC and are protected by applicable intellectual property laws.

You may view and print website materials for internal informational purposes. You may not reproduce, modify, distribute, publish, sell, license, or create derivative works from our content without written permission.

Ownership and permitted use of client-specific deliverables will be governed by the applicable proposal, statement of work, or client agreement.

9. Third-Party Services and Links

Our websites and services may use or link to third-party systems, including scheduling platforms, client portals, payment processors, cloud platforms, mapping systems, communication providers, software tools, and social media services.

WBBC does not control the availability, security, privacy practices, or content of third-party services. Your use of those services may be subject to separate terms and policies.

A link to a third-party website does not mean that WBBC endorses or guarantees that provider.

10. Electronic Communications

By contacting WBBC electronically, you agree that we may respond through email, telephone, voicemail, or other communication methods reasonably connected to your request.

You are responsible for providing accurate contact information and keeping it current.

Consent to receive electronic communications does not require you to consent to marketing text messages.

11. WBBC Text Messaging Program

11.1 Program Name

The text messaging program is operated as the WBBC Consulting Messaging Program by Williams Bridge Beam Construction, LLC, doing business as WBBC Consulting.

11.2 Program Description

When you provide your mobile number and separately consent to receive text messages, WBBC may send SMS or MMS messages related to:

Responses to inquiries

Discovery calls and consultation scheduling

Appointment confirmations and reminders

Project, proposal, estimate, or service updates

Client support communications

Requested information

Account or administrative notices

Follow-up communications

Occasional service announcements, company news, or promotional offers when you have specifically consented to marketing messages

Marketing and non-marketing text message consent may be collected separately.

Consent to receive marketing text messages is not a condition of purchasing or receiving services from WBBC.

11.3 Message Frequency

Message frequency varies depending on your interaction with WBBC, your requests, and whether you are involved in an active project or support matter.

You may receive recurring messages. Message frequency may increase during active scheduling, project coordination, service delivery, or support conversations.

11.4 Message and Data Rates

Message and data rates may apply to messages sent to you from WBBC and messages you send to WBBC.

Your wireless carrier’s standard messaging and data charges may apply. Contact your wireless provider with questions regarding your mobile plan.

11.5 Opting Out

You may cancel or opt out of the WBBC Consulting Messaging Program at any time.

Reply STOP to any WBBC text message to unsubscribe.

You may also use other commonly recognized opt-out words, including:

CANCEL

END

QUIT

UNSUBSCRIBE

STOP ALL

After submitting an opt-out request, you may receive one final message confirming that you have been unsubscribed. After that confirmation, WBBC will not send additional text messages from that messaging program unless you provide new consent.

You may also revoke your consent through any reasonable method that clearly communicates that you no longer want to receive text messages, including contacting WBBC by phone or email.

11.6 Rejoining the Program

After opting out, you may rejoin the messaging program by completing a new opt-in form, providing new written consent, or texting START when that option is available.

Your participation will resume only after WBBC receives valid consent to restart messaging.

11.8 Carrier Disclaimer

Wireless carriers are not liable for delayed or undelivered messages.

Message delivery is subject to the availability and operation of wireless networks, communication providers, internet services, and other systems outside WBBC’s direct control.

WBBC does not guarantee that every message will be delivered or received within a specific period.

11.9 Mobile Number Responsibility

You represent that:

You are the owner or authorized user of the mobile number provided

You have authority to consent to receive messages at that number

The number provided is accurate

You will notify WBBC if the number is reassigned, disconnected, or no longer under your control

You agree not to provide a mobile number belonging to another person without that person’s permission.

11.10 Mobile Information and Consent Data

WBBC will not sell or share your mobile phone number, text messaging opt-in information, or SMS consent with third parties or affiliates for their own marketing or promotional purposes.

Text messaging originator opt-in data and consent will not be shared with third parties, except with telecommunications carriers, messaging providers, platform providers, vendors, and service providers that assist WBBC in operating and delivering the text messaging program.

These providers may use the information only as necessary to provide messaging and related support services to WBBC.

11.11 Messaging Compliance

WBBC intends to operate its messaging program in accordance with applicable federal and state laws, carrier requirements, telecommunications provider requirements, and recognized messaging industry standards.

WBBC may suspend, limit, or terminate its messaging program or your participation when necessary to:

Comply with applicable law

Respond to carrier or provider requirements

Prevent fraud, abuse, spam, or unauthorized messaging

Protect users, WBBC, or its service providers

Address security or technical concerns

12. Privacy

Your use of our websites and services is also governed by the WBBC Privacy Policy.

The Privacy Policy explains how WBBC collects, uses, stores, protects, and discloses personal information.

Where these Terms and the Privacy Policy address text messaging information, the protections relating to mobile numbers and SMS consent apply.

13. Confidentiality

Information submitted through general website forms should not be considered confidential unless WBBC has signed a written confidentiality or nondisclosure agreement covering that information.

Do not submit trade secrets, controlled information, sensitive infrastructure data, protected personal information, security credentials, export-controlled information, or other highly sensitive materials through a general contact form.

Confidentiality obligations for client engagements will be governed by the applicable agreement.

14. Disclaimer of Warranties

To the fullest extent permitted by law, our websites and general website content are provided on an “as available” and “as is” basis.

WBBC does not warrant that:

The websites will always be available, secure, or error-free

Website content will be complete or current at all times

Every inquiry will result in a proposal or engagement

Services described on the website will be available in every location

A particular business, technical, construction, staffing, or project outcome will be achieved

Nothing in these Terms excludes warranties that cannot legally be excluded.

15. Limitation of Liability

To the fullest extent permitted by law, WBBC will not be liable for indirect, incidental, special, consequential, exemplary, or punitive damages arising from your use of the websites or general website information.

This includes lost profits, lost revenue, lost data, business interruption, loss of opportunity, system failure, or reliance on website information.

Liability relating to a paid client engagement will be governed by the applicable written client agreement.

Some jurisdictions do not permit certain limitations of liability. In those jurisdictions, these limitations apply only to the extent permitted by law.

16. Indemnification

You agree to defend, indemnify, and hold harmless WBBC and its owners, officers, employees, contractors, representatives, and service providers from claims, damages, losses, liabilities, and expenses arising from:

Your violation of these Terms

Your unlawful use of the websites or services

Information or materials you submit

Your infringement of another person’s rights

Your unauthorized use of another person’s contact information

This obligation applies only to the extent permitted by applicable law.

17. Governing Law

These Terms are governed by the laws of the Commonwealth of Pennsylvania, without regard to conflict-of-law principles.

Any dispute concerning these Terms or the websites will be brought in a court of competent jurisdiction located in Pennsylvania, unless another location or dispute process is required by a signed agreement or applicable law.

Messaging provider or carrier requirements

Technology or business practices

The updated Terms will be posted with a revised effective date.

Your continued use of the websites or services after updated Terms are posted constitutes acceptance of the revised Terms to the extent permitted by law.

19. Severability

If any provision of these Terms is found unenforceable, the remaining provisions will remain in effect.

The unenforceable provision will be modified only to the minimum extent necessary to make it enforceable.

20. No Waiver

A failure by WBBC to enforce any provision of these Terms does not waive the right to enforce that provision later.

21. Entire Agreement

These Terms, together with the Privacy Policy and any applicable signed client agreement, constitute the agreement governing your use of the websites and related communications.

A signed proposal, statement of work, purchase order, subcontract, or client agreement may contain additional or different terms governing a specific engagement.
